Liberty City is a complete and lively city full of citizens, cars, cops and criminals. You have managed to escape from a transport that was taking you to jail. That's the good news. The bad news is that you'll have to start your criminal career in Liberty City at the very bottom of the ladder.
Though the city is usually pretty crowded, life can also be very lonesome, walking in the rain on the totaly abandoned streets looking for some (any!) wheels to steal...

So, you gotta start small... First of all you start at the Portland island. The other two islands Liberty City consists of will be available later on, when your criminal reputation grows. See the Liberty City maps.
Car theft is not the primary goal of your stay in LC, but it's an essential element. You don't want to walk with so many vehicles waiting to be "borrowed" from their owners!
Remember: you can carjack about anything that moves on wheels (and even a few without wheels), except public transport by rail. This means you can go joyride with a garbage truck, for example (fun!), or steal a police car (more fun!).
This poor dude I'm giving the finger here, doesn't realize yet he is about to lose his "Patriot", as this Humvee-look-a-like is called in LC.

Except for a need for wheels, you also need a hideout. There is one on all three Liberty City islands; this is the entrance of the Portland hideout.

Home Sweet Home. Here you can go inside your "house". This is the open door behind the Patriot, which leads to the Save Game Menu. The hideouts are the only places where you can save your criminal progress, that is, if you are not in a mission.
In the garage next to it you can store one car. This is the only car that will still be there the next time you start the saved game. It's of no use to collect cars and store them in front of the garage because they'll be all gone. On the second island you can store two cars and another three on the third island - when you get there.
At the right side you see several weapons. They can be made available by collecting Hidden Packages. For every ten you get a new weapon to grab at your hideouts. In total there are 100 Hidden Packages scattered over LC. At the stage this shot was taken, I had just over 30 packages, resulting in three semi-permanent weapons at my hideout.

The living room (save menu) and the garage. Parked inside the garage is the Borgnine, the only purple Cabbie. This car comes available at a location at Portland after doing 100 taxi fares with the ordinary yellow cabs (see elsewhere). The Borgnine is faster and more solid than the regular cabs. Nice detail: tooth-like spikes at the front and rear ends. Covered in blood...

Took the Borgnine out for a ride to the open field at the north west end of Portland, not far from home.
At the background, from left to right: the elevated train tracks with train (above the trees), the broken Callahan Bridge and the skyline of Staunton Island, the second island.
